JoAnn Carter, 88, of Piedmont, MO, passed away Sunday, March 1, 2026, at Twin Oaks Heritage Pointe in Wentzville, MO. She was born in Piedmont , April 14, 1937, to parents Lawrence and Verbie (Stephens) Hixson. She grew up surrounded by family and friends in the community she would always call home.
JoAnn was a nurturing mother, grandmother, sister, and friend whose kindness and warmth touched the lives of many. On June 2, 1956, she married the love of her life, Robert “Bob” Carter. Together they shared a lifetime of love, memories, and laughter. While living in St. Louis, JoAnn worked as a pharmacy bookkeeper while also dedicating herself to raising their two sons.
After JoAnn and Bob retired in the early 1980s, they returned to Piedmont, where they enjoyed many happy and fulfilling years. JoAnn stayed active in the community and was especially involved with the Piedmont Canyon Club, where she helped organize events, volunteer, and participate in golfing tournaments. She enjoyed playing in the Women’s Golf League.
JoAnn cherished time spent with friends and loved passing the time playing Mahjong and cards with her many friend groups. She was a faithful member of Trinity Methodist Church, where she was active in the women’s group. JoAnn also served her community through her involvement with the Wayne County Democratic Committee.
In addition to her parents, she was preceded in death by her loving husband, Bob, of sixty-four years; son: Jody Carter; sister: Lois Boston; and brothers-in-law: Carr Ward and Tom Boston.
JoAnn is survived by her son: Rob Carter and wife Cindy of Wentzville; grandchildren: Angie Carter of St. Charles, Brittany Carter and partner Langston Miller, and Cameron Kosuta and fiancée Megan Jones; great-grandchild: Carter Miller; sister: Miriam Ward; sister-in-law: Kay Carter; along with numerous nieces, nephews, and many dear friends.
JoAnn will be greatly missed by her family, friends, and the community she loved so dearly.
Visitation will be held at 11:00 am, Saturday, March 7, 2026, at Ruegg Funeral Home, Piedmont Chapel. Funeral service will follow at 1:00 pm, also in the Piedmont Chapel. Burial will be at Masonic Cemetery, Piedmont. Online condolences can be made at www.rueggfuneralhomes.com
